ilma - I looked at the rules & it appears each "challenge period" runs from 4:00:00 p.m. PT on the posting day til 3:59:59 p.m. PT on the next day (which is why the clue is the same during 7/3 a.m. for the question posted on 7/2). All of the dates above are the date the clue was originally posted, so you can look up how that corresponds to the challenge number in their rules: http://www.jeopardy.com/google/rules.php
As you mentioned, you don't actually need to give the answer when you enter via mail-in: "To enter without correctly responding to the Clue(s), legibly handprint your First Name, Last Name, Home Address (no P.O. boxes), City, State, Zip Code, Daytime Phone Number (including area code), and Date of Birth on a standard sized postcard (no larger than 5’’ x 7’’), enclosed in a postage-paid business size envelope (#10), and mail it to: Jeopardy! Google Daily Challenge Sweepstakes Alternate Entry, #1 - #30 (specify which individual non-consecutive daily sweepstakes to be entered in: #1 - #30), P.O. Box [see Entry Periods Chart below for corresponding P.O. Box], Burbank, CA 91510."

Would you please indicate the NUMBER OF THE CHALLENGE as well as the date for which you are providing the answer? For example, you are giving the date of July 2, 2007 with the answer being "Labor Party" but on the Jeopardy! Google Daily Challenge website it clearly states that "What is Labor" is one of the two possible answers to the "Clue for July 3, 2007." I'm trying to do mail-ins (which require that one write the Number of the Clue--not the date) for days I missed last week while on vacation and I need to match the Clue Number with the answer. You are confusing me! True on mail-ins, one needn't answer correctly, but you are still confusing me as to which answers for what dates I missed.
